Purpose

The US Army Drug and Alcohol Operations Agency (USADAOA) is the office of record for all urinalysis, patient, and program management information concerning the Army’s Alcohol and Drug Abuse Prevention and Control Program (ADAPCP). USADAOA employs the combined DAMIS Headquarters (HQ) and Field Systems (FS) to accurately and timely consolidate the Army’s substance abuse data.

Objectives

Provide information users at Army installations, USADAOA, Major Army Commands (MACOM), Army agencies, Defense agencies, and Congress with the necessary information on substance abuse in the Army community for operational, management, planning, evaluation, and policy decisions.

DAMIS-CS/DAMIS-FS

The purpose of the DAMIS-CS is to serve as the current and historical repository of data submitted by US Army Alcohol and Drug Abuse Prevention and Control Programs (ADAPCP) worldwide along with US Army and contract forensic and toxicology drug testing laboratories (FTDTLs). It provides information on ADAPCP screenings and/or enrollments, urinalysis testing, prevention and education efforts and ADAPCP resource and performance milestones. Goals and objectives of DAMIS-CS are to provide: policy makers and managers at all levels with timely, accurate data on the extent, nature and trends of substance abuse in the Army; a centralized means for tracking an individuals current status or previous history through the ADAPCP from identification to final disposition; and information on the effectiveness of the ADAPCP.

The purpose of the DAMIS-FS is to furnish installation-level automated support for the US Army Alcohol and Drug Abuse Prevention and Control Program (ADAPCP). The DAMIS-FS supports the installation ADAPCP in its primary missions of biochemical testing, prevention/education, program management, and treatment. The DAMIS-FS provides installation level tracking and management of identified and treated substance abusers and affords installation commanders and ADAPCP management with more responsive and accurate statistical information on substance abuse and the effectiveness of the ADAPCP. The DAMIS-FS also has a data upload interface with the DAMIS-HQ to provide required HQDA screening and enrollment data and monthly resource and performance statistics. Currently, the DAMIS-FS is operational at 29 installations with future plans to be fielded at additional locations.
